Other states offer a guaranteed $1 million 5 of 5 prize, why not California?

In California, Powerball prize payout amounts are pari-mutuel and will vary depending on ticket sales and the number of winners.  Therefore, California Powerball prize amounts will differ from the guaranteed prizes shown on the Powerball website.  In many cases though the shared pari-mutuel 5 of 5 prize won in California is more than the guaranteed prize offered in other states.

Other states have a multiplier and additional wager – why not California?

Participation in the multiplier and additional wager feature for Powerball is determined on a state by state basis in compliance with federal and state law and local regulations.  California has elected not to offer this game feature.

Why is California making this game change? Powerball is operated by the Multi-State Lottery Association, which decided by a majority vote of their members to make these changes.
